    "NEW SECTION. Sec. 4.  A new section is added to chapter 43.20 RCW RCW to read as follows: Any regulatory requirement adopted by the state board of health for public water systems with four or fewer connections may be waived, either by the local health jurisdiction, or by the secretary of health in those counties where the state is the responsible entity."
