    On page 3, line 29 after "section" strike "that has not agreed to be a participating agency must be invited to" and insert "shall"

EFFECT:  Local jurisdictions are required to enter into the dispute resolution process, whether or not the jurisdiction has agreed to be a participating permit agency.

    On page 4, line 12 after "implemented" strike "to its fullest extent" and insert ".  The written agreement shall be binding and enforceable on all parties in the dispute resolution process."

EFFECT:  Removes "to the fullest extent" language and makes the agreement reached through the dispute resolution process binding and enforceable on all parties.
