Background:  The state government operates on the basis of a fiscal biennium that begins on July 1 of each odd-numbered year.  A biennial operating budget was enacted in the 1995 legislative session, appropriating $17.599 billion from the state general fund.  The bill increases the state general fund appropriation by $84 million for a total of $17.68 billion.

 

Summary of Substitute Bill:  The 1995-97 operating appropriations act is amended.

 

Substitute Bill Compared to Original Bill:  Appropriates $17.549 billion from the state general fund, reducing existing appropriations by $50 million.
