Background:  Generally, persons wishing to engage in the plumbing trade must apply to the Department of Labor and Industries and qualify for an examination. Upon passing the examination and paying the appropriate fee, the applicant is issued a certificate of competency.

 

The state Advisory Board of Plumbers advises the director on rules,  regulations and criteria for examinations.  The board may also conduct hearings on the revocation of a certificate of competency.

 

The board consists of three members: a journeyman plumber, a person engaged in the plumbing business, and a member of the public with knowledge of the business and plumbing trade.  Members serve three year staggered terms and are appointed by the Governor.  The board was established in 1973.

 

Summary of Bill:  Expiration dates for each of the members of the Advisory Board of Plumbers are specified.  The term of the member who is a journeyman plumber expires July 1, 1995.  The term of the member representing the plumbing business expires July 1, 1996 and the term of the public member expires on July 1, 1997.  When a member's term expires, the member may continue to serve on the board until a replacement is appointed.

Effective Date:  The bill contains an emergency clause and takes effect immediately.
