Background:  The state government operates on the basis of a fiscal biennium that begins on July 1 of each odd-numbered year.

 

Summary of Substitute Bill:  The 1995-97 omnibus appropriations act.

 

Substitute Bill Compared to Original Bill:  The substitute bill makes appropriations for the 1995-97 biennium.  The state general fund total is $17.3 billion.

 

Appropriation:  $26,225,028,000 from all funds; $17,279,236, 000 from General Fund-State.

Effective Date of Substitute Bill:  The bill contains an emergency clause and takes effect on July 1, 1995.
