Background:  The board of trustees for each community college district has authority to adopt policies granting leaves to employees of  the districts and colleges.  Accumulat­ed sick leave is transferable from a district or college to (1) the college board; (2) the state Superintendent of Public Instruction; (3) ESD's; (4) school districts; or (5) institutions of higher learning of the state.

 

Summary of Bill:  Accumulated sick leave is transferable from a district to another district or be­tween a district and (1) any state agency; (2) Educational Service Districts (ESD's); (3) school districts; or (4) any other institution of higher education listed in RCW 28B.10.016. The insti­tutions listed are state universities, regional universities, the Evergreen State College, the community colleges and the technical colleges.

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:   This is a housekeeping measure. We are correcting an anomaly in the law.  Employees that leave the community college district may transfer sick leave, but new hires from other agencies cannot transfer their sick leave to the community college district.  This will help community colleges to compete for good employees.
