Background: Under current law, all international student exchange visitor placement organizations that place students in public schools must register with the Secretary of State. However, the secretary has no duty to distribute the information to school districts.
Currently, these student exchange placement organizations are required to annually renew their registration a year from the date that they initially registered. This results in organizations registering throughout the year, which creates administrative and other problems.
Summary of Bill: The Secretary of State must annually provide the Superintendent of Public Instruction a list of all currently registered international student placement organizations. The superintendent must distribute that list to all state school districts.
Placement organizations must renew its registration annually on a date to be determined by the Secretary of State.
Appropriation: None.
Fiscal Note: Not requested.
Effective Date: Ninety days after adjournment of session in which bill is passed.
Testimony For: This bill is a technical clean-up bill. It will allow the Secretary of State to set a date in which these exchange organizations must annually register, which will make it possible to compile a complete list of organizations prior to each school year.
