Background: The state Budget and Accounting Act requires the Governor to submit to the Legislature a formal written budget document prior to each legislative session. The Governor's budget document contains proposed expenditures for the ensuing fiscal period and includes information on state revenues, agency workload and personnel, historical expenditures, and supporting data.
