Background:  Currently, licensed health care providers who are retired from full-time practice, but wish to continue to practice on an intermittent or emergent basis may hold a retired active license.  Retired active licenses are issued by a state health professions disciplinary authority at a reduced fee.

 

All retired active license holders must meet the disciplinary authority's continuing education or competency requirements as a condition for the renewal of the license.

 

Summary of Bill:  Different continuing education requirements may be established by the disciplinary authority for retired active license holders who provide only uncompensated community services.  The disciplinary authority is also authorized to provide reinstatement or reissuance of a license for full-time practice.

 

Appropriation:  None.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  There are doctors who want to provide pro-bono health care services to the community, but to maintain all of the required continuing education requirements can be very expensive.  This might increase the number of practitioners who provide free services to the community.
