FINAL BILL REPORT

                   SB 5042

                           C 21 L 95

                      Synopsis as Enacted

Brief Description:  Directing cities and towns to deliver copies of new ordinances to the municipal research council.

Sponsors:  Senators Winsley and Haugen.

Senate Committee on Government Operations

House Committee on Government Operations

Background:  Each code city must provide the Association of Washington Cities with three copies of all ordinances of general application.  This has given rise to an argument that if the ordinance is not provided, it is invalid.  In addition, it is suggested that these ordinances should be sent to the Municipal Research Council rather than the Association of Washington Cities, which does not serve as a collection agency for city ordinances.

Summary:  The clerk of every city or town is directed, rather than mandated, to provide to the Municipal Research Council a copy of each of its regulatory ordinances promptly after their adoption.

The provision that each code city provide three copies of each of its ordinances of general application to the Association of Washington Cities is eliminated.
