Background:  In 1994, the Legislature enacted a lengthy "clean-up" bill that addressed a wide variety of issues of concern to county treasurers and assessors. The title of the bill was "An act relating to taxation."  There is some concern that the subject of some of the sections in the bill were not adequately expressed in the title, as required by Article II, Section 19 of the state Constitution.

 

Summary of Bill:  Eleven sections of Chapter 301, Session Laws of 1994, are reenacted under the title: "An act relating to county financial functions".

 

Appropriation:  None.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  Bond counsel believe the bill title from last session may create problems and should be corrected.
