Background: The Advisory Council on Historic Preservation was established in 1983 to advise the Governor and the Department of Community, Trade, and Economic Development on matters relating to historic preservation, to recommend ways that state and local agencies, private individuals and institutions can coordinate their activities, and to recommend nominations for the state and national registers of historic places.
The advisory council has nine members, appointed by the Governor. One member is either the director of the Washington State Historical Society or the director of the Eastern Washington State Historical Society. Each of these directors serves one year on a rotating basis.
Each other member serves a four-year term, except for those appointed at the inception of the council, whose terms may be less than four years.
Summary of Bill: The members serving one-year, rotating terms are replaced by one representative of a local or state heritage organization.
The provision for establishing a system of staggered terms is removed.
Appropriation: None.
Fiscal Note: Not requested.
Effective Date: Ninety days after adjournment of session in which bill is passed.
Testimony For: Citizen participation is to be fostered in favor of state employee representation on the board.
