Title:  An act relating to the fee for all duplicate licenses, rebates, permits, tags, and stamps.

 

Brief Description:  Establishing a ten dollar fee for all duplicate licenses, rebates, permits, tags, and stamps issued at one time.

Majority Report:  That Substitute Senate Bill No. 6172 be substituted therefor, and the substitute bill do pass.

Background:  Persons who lose a fishing license, hunting license, or any of the stamps, permits or tags issued by the Department of Fish and Wildlife may receive duplicate licenses, stamps, or tags from the department.  The fee is $10 for those licenses that are $10 and over, and the value of the license for those that cost less than $10.

 

Cost of duplicate licenses should be related to administrative costs rather than to the initial cost of the license.

 

Summary of Substitute Bill:  All duplicate licenses, tags, stamps, and permits that are issued are subject to a single $10 fee.

 

Substitute Bill Compared to Original Bill:  All duplicate licenses may be purchased for a single $10 fee if purchasers can provide the department with the number located on the perforated license stub at the time of purchase of the duplicate license.  Otherwise, duplicate license purchasers may use the existing process for purchasing duplicate licenses.

 

Appropriation:  None.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  Fishing and hunting license purchasers often lose their licenses and they should only be subject to a nominal reissuance fee of $10.

 

Testimony Against:  Safeguards must be put in place to prevent fraudulent purchase of duplicate licenses.
