SENATE COMMITTEE ON HUMAN SERVICES & CORRECTIONS

Staff:  Richard Rodger (786-7461)

Background:  In 1994, the Legislature authorized the Family Policy Council (council) to establish a statewide system of community public health and safety networks (networks).  The networks are designed to assist communities in developing long-term comprehensive plans to reduce the rates of harmful behaviors and acts occurring within the community.

The council has approved the creation and membership of 53 community networks.  Each network is made up of 23 members.  Thirteen members are citizens who do not have any fiduciary interest in health, education, social service, or criminal justice organizations.  The remaining members represent the interests of local government, tribes, law enforcement, courts, recreation, social service groups, health, employment and nonsecular organizations.

It is suggested the network members receive the same immunity protection offered to elected officials, state employees, and volunteers who assist the state.

Summary of Bill:  Members of the networks are granted the same immunity offered to elected officials, state employees, and volunteers who assist the state.

Appropriation:  None.

Fiscal Note:  Not requested.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
