Title:  An act relating to managing of salmon fisheries to assure harvest by Washington citizens of their full nontribal share.

 

Brief Description:  Requiring management of salmon fisheries for harvest by Washington citizens.

Background:  Salmon fisheries are allocated between treaty tribal fisheries and non-Indian fisheries.  Federal court decisions have established the treaty Indian share of the harvestable salmon resource.

 

The non-Indian share of the harvestable salmon resource is not defined in state law.

 

Summary of Bill:  Non-Indian salmon fisheries receive at least 50 percent of the harvestable salmon resource.  Harvest levels for non-Indian fisheries that fall below 50 percent are made up in subsequent years utilizing equitable adjustment procedures specified in federal law.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
