Background: The legislative authority of any county or city may impose an excise tax on each sale of real property at a rate not exceeding one-quarter of 1 percent of the selling price. For any city or county with a population of 5,000 or less and any city or county that does not plan under the Growth Management Act, the revenues may be used for any capital purpose identified in a capital improvements plan. For counties over 5,000 in population and cities over 5,000 in population that plan under the Growth Management Act, the revenues may be used only for those capital projects defined in statute.
Summary of Bill: Any city or county may authorize the use of the real estate excise tax for solid waste improvements and projects.
Appropriation: None.
Fiscal Note: Not requested.
Effective Date: Ninety days after adjournment of session in which bill is passed.
