As Reported By Senate Committee On:
Health & Long-Term Care, February 2, 1996
Title: An act relating to aid to families with dependent children.
Brief Description: Excluding the income of certain dependent children when granting assistance to families in the aid to families with dependent children program.
Sponsors: Senators McAuliffe, Winsley, Fairley and Goings.
Brief History:

SENATE COMMITTEE ON HEALTH & LONG-TERM CARE
Majority Report: Do pass.
Signed by Senators Quigley, Chair; Wojahn, Vice Chair; Deccio, Fairley, Franklin, Moyer, Thibaudeau, Winsley and Wood.
Staff: Joanne Conrad (786-7472)
Background: Families receiving Aid to Families with Dependent Children may have their grants reduced if a family member exceeds a certain amount of earned income in a month. However, some earned income is disregarded, allowing the family to receive most of their grant for a period of time.
Summary of Bill: The earned income of a dependent child participating in a paid, work-based learning experience through the public school system, as part of a vocational technical education skill training program, is disregarded in determining Aid to Families with Dependent Children grant assistance. Federal waivers are sought, to enable DSHS to disregard the income.
Appropriation: None.
Fiscal Note: Requested on January 31, 1996.
Effective Date: Ninety days after adjournment of session in which bill is passed.
Testimony For: None.
Testimony Against: None.
Testified: No one.
