AN ACT Relating to a performance audit of the office of the superintendent of public instruction; creating a new section; making an appropriation; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) The state auditor shall conduct a performance audit of the office of the superintendent of public instruction to evaluate the following:
(a) Whether the office of the superintendent of public instruction is acquiring, protecting, and using its resources such as personnel, property, and land economically and efficiently;
(b) The causes of inefficiencies or uneconomical practices; and
(c) Whether the entity has complied with laws and rules on matters of economy and efficiency.
(2) The state auditor shall report its findings to the legislature by January 1996.
NEW SECTION. Sec. 2. The sum of . . . . dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1997, from the general fund to the state auditor for the purposes of this act.
NEW SECTION. Sec. 3. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
