Making appropriations for insect control.



    AN ACT Relating to insect control; creating a new section; making appropriations; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature finds that surveys of grasshopper populations conducted in 1994 demonstrated that over one hundred twenty-two thousand acres of land in this state had economic infestations of eight or more grasshoppers per square yard and that agricultural lands were infested with significant numbers of Mormon crickets.  The legislature further finds that these infestations provide a warning that a sharp and economically devastating increase in grasshopper and Mormon cricket populations may soon occur.  The purpose of this act is to provide contingency funds for helping the agricultural community combat such increased populations of grasshoppers and Mormon crickets.

 

    NEW SECTION.  Sec. 2.  There is appropriated to the department of agriculture from the general fund, for the biennium ending June 30, 1995, the sum of one hundred thousand dollars, or as much thereof as may be necessary, to provide state matching moneys for a program for controlling grasshoppers or Mormon crickets or both grasshoppers and Mormon crickets in which one-third of the moneys used in the program are from state sources, one-third are from federal sources, and one-third are from private sources.

 

    NEW SECTION.  Sec. 3.  There is appropriated to the department of agriculture from the general fund, for the biennium ending June 30, 1997, the sum of one hundred thousand dollars, to provide state matching moneys for a program for controlling grasshoppers or Mormon crickets or both grasshoppers and Mormon crickets in which one-third of the moneys used in the program are from state sources, one-third are from federal sources, and one-third are from private sources.  Any amount of this appropriation that has not been expended by September 30, 1996, shall be allocated by the department to Washington State University for studies or activities regarding the registration of pesticides.

 

    NEW SECTION.  Sec. 4.  There is appropriated to the department of natural resources from the general fund, for the biennium ending June 30, 1995, the sum of fifty thousand dollars, or as much thereof as may be necessary, to provide state matching moneys for a program for controlling grasshoppers or Mormon crickets or both grasshoppers and Mormon crickets on state-owned lands in which one-half of the moneys used in the program are from state sources and one-half are from federal sources.

 

    NEW SECTION.  Sec. 5.  There is appropriated to the department of natural resources from the general fund, for the biennium ending June 30, 1997, the sum of fifty thousand dollars to provide state matching moneys for a program for controlling grasshoppers or Mormon crickets or both grasshoppers and Mormon crickets on state-owned lands in which one-half of the moneys used in the program are from state sources and one-half are from federal sources.  Any amount of this appropriation that has not been expended by September 30, 1996, shall be allocated by the department to Washington State University for studies or activities regarding the registration of pesticides.

 

    NEW SECTION.  Sec. 6.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
