Requiring institutions of higher education to report on precollege class enrollments.



    AN ACT Relating to accountability and collaboration in higher education and K-12 education; and adding new sections to chapter 28B.10 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 28B.10 RCW to read as follows:

    The legislature finds that some college students who have recently graduated from high school must immediately enroll in one or more precollege classes before they can proceed successfully through college.  The legislature also finds that these students should have received basic skills in English, reading, spelling, grammar, and mathematics including intermediate algebra, before graduating from high school.  It is the intent of the legislature that colleges and universities provide information to school districts about recent graduates who enroll in precollege classes.  It is also the intent of the legislature to encourage institutions of higher education and the common schools to work together to solve problems of common concern.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 28B.10 RCW to read as follows:

    By June 30th of each year, each state university, each regional university, The Evergreen State College, and, for community colleges and technical colleges, the state board for community and technical colleges shall provide a report to the office of the superintendent of public instruction and to the commission on student learning under RCW 28A.630.885.  The report shall contain the following information on students who, within three years of graduating from a Washington high school, enrolled in a state-supported precollege level class at the baccalaureate institution or at a community college or a technical college:  (1) The number of such students enrolled in a state-supported precollege level class in mathematics including intermediate algebra, reading, grammar, spelling, writing, or English; (2) the types of precollege classes in which each student was enrolled; and (3) the name of the Washington high school from which each student graduated.

    For students who enrolled in a precollege class within three years of graduating from a Washington high school, each institution of higher education shall also report to the Washington high school from which the student graduated.  The report shall include information on the number of students from that high school enrolled in precollege classes, and the types of classes taken by the students.
