Establishing the doctoral fellowship for faculty diversity program.



    AN ACT Relating to the doctoral fellowship for faculty diversity program; and adding a new chapter to Title 28B RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The purpose of the doctoral fellowship for faculty diversity program is to increase the number of ethnic minorities available to teach at the college and university level in academic disciplines in which ethnic minorities are demonstrably underrepresented in Washington colleges and universities.  Additionally the purpose of this chapter is to create a partnership between the state, institutions of higher education, and students that will lead to greater participation of ethnic minorities in the ranks of college and university faculties, enhancing educational opportunities and quality for all Washington citizens.  The fellowship program will also supplement funding from foundations and institutions for minority doctoral students.

 

    NEW SECTION.  Sec. 2.  Unless the context clearly requires otherwise, the definitions in this section apply throughout this chapter.

    (1) "Academic committee" means a committee at a sponsoring institution appointed by the president of the institution and composed of two faculty members, two academic administrators, and one central administrator.

    (2) "Board" means the higher education coordinating board.

    (3) "Eligible institution" means a board-approved institution of higher education as defined in RCW 28B.10.016 that offers a doctoral degree-granting program in academic disciplines in which ethnic minorities are demonstrably underrepresented.

    (4) "Sponsoring institution" means an institution of higher education as defined in RCW 28B.10.016 that offers a doctoral degree-granting program in academic disciplines in which ethnic minorities are demonstrably underrepresented.

    (5) "Student" means an individual who is an ethnic minority and has been accepted for enrollment at an eligible institution to undertake a doctoral level course of instruction in an academic discipline in which ethnic minorities are demonstrably underrepresented.

 

    NEW SECTION.  Sec. 3.  (1) The doctoral fellowship for faculty diversity program is created.

    (2) A doctoral fellowship may be granted to a student, for a period not to exceed two years, who:

    (a) Has successfully completed all requirements for a baccalaureate degree at an institution of higher education as defined in RCW 28B.10.016 in an academic discipline in which ethnic minorities are demonstrably underrepresented;

    (b) Has met the admissions requirements and is accepted for enrollment as a full-time doctoral student in an eligible institution;

    (c) Has been interviewed and approved by an academic committee from the sponsoring institution;

    (d) Has received a commitment from the institution for a minimum of a one-year teaching assistantship in the student's academic discipline;

    (e) Has complied with all the rules adopted by the board for the doctoral fellowship for faculty diversity program; and

    (f) Is a citizen of the United States.

 

    NEW SECTION.  Sec. 4.  The board may adopt such rules and procedures as necessary or appropriate for the implementation of the doctoral fellowship for faculty diversity program.

 

    NEW SECTION.  Sec. 5.  Sections 1 through 4 of this act shall constitute a new chapter in Title 28B RCW.
