Studying the selection process for boards of trustees of community and technical college districts.



    AN ACT Relating to selecting the boards of trustees of community and technical college districts; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  (1) The higher education coordinating board, in consultation with the state board for community and technical colleges, faculty, staff, students, and others as appropriate, shall, within available resources, undertake a study to determine the best means of selecting the board of trustees for each community and technical college district.

    (2) In conducting its study, the board shall:

    (a) Consider and analyze the benefits of adopting an election process in Washington state;

    (b) Research, analyze, and summarize the method used by other states in selecting community and technical college trustees;

    (c) Consider the most appropriate number and term duration of members for a board of trustees considering the duties and responsibilities assigned to the boards;

    (d) Consult with students, faculty, community college trustees association, and employees of the community and technical college system;

    (e) Examine residency requirements and current eligibility requirements to determine appropriateness and the relationship with the effective functioning of community and technical college boards; and

    (f) Make other investigations as it may deem necessary in carrying out the purposes of this section.

    (3) The director of the higher education coordinating board shall, by December 15, 1995, report the findings and conclusions of the study, together with details of any plan developed pursuant to the study, to the house of representatives and senate committees on higher education, including in the report any recommendations for legislation that the director deems appropriate.
