Creating an armed forces memorial plaza.



    AN ACT Relating to veterans' memorials; adding new sections to chapter 73.40 RCW; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The purpose of this act is to create an armed forces veterans' memorial plaza on the state capitol campus to honor the members of the armed forces and their bravery and sacrifices, and to make special recognition of the members of the armed forces of the second world war by dedicating a World War II veterans' memorial as a part of the armed forces veterans' memorial plaza.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 73.40 RCW to read as follows:

    The director of veterans affairs shall coordinate with the capitol campus design advisory committee and the capitol committee, for the design, construction, and dedication of an armed forces veterans' memorial plaza to be located in the east capitol campus that includes the Korean War veterans' memorial and a new World War II veterans' memorial.

 

    NEW SECTION.  Sec. 3.  A new section is added to chapter 73.40 RCW to read as follows:

    The director of veterans affairs or the director's designee shall chair an advisory committee composed of the following members:  (1) The director of the department of veterans affairs or the director's designee; (2) the secretary of state or the secretary's designee; (3) the director of the department of general administration or the director's designee; and (4) two members who are representatives of state veterans organizations and who served in World War II, one member appointed by the speaker of the house of representatives, and one member appointed by the president of the senate.

    This committee shall coordinate the design of the World War II veterans' memorial and conduct a private fund-raising effort to carry out the purposes of this section and section 2 of this act.  The department of veterans affairs may act as financial agent managing the collection and dispersal of these private, nonappropriated funds.

 

    NEW SECTION.  Sec. 4.  The sum of twenty-five thousand dollars, or so much thereof as may be necessary, is appropriated for the biennium ending June 30, 1997, from the general fund to the department of veterans affairs to carry out the purposes of this act.
