Establishing procedures for noncompliance by cities and towns with state highway access standards.



     AN ACT Relating to connections to the state highway system; and adding a new section to chapter 47.50 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 47.50 RCW to read as follows:

     If cities or towns fail to adopt and enforce standards for access permitting as required by RCW 47.50.030 by December 31, 1997; or if they choose to delegate that responsibility to the department, the department shall assume those responsibilities including the issuing of permits.  The department of transportation shall provide an estimate to any incorporated city or town so requesting of the expected cost for assumption of their access management program requirements.  Cities and towns shall reimburse the department for all costs incurred by the department on behalf of cities and towns resulting from the assumption of their access management program responsibilities.
