Studying providing instruction in world languages in the common school system.



    AN ACT Relating to public school students learning a second language; and adding a new section to chapter 28A.300 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.300 RCW to read as follows:

    The superintendent of public instruction, in consultation with the commission on student learning, shall conduct a study on providing instruction in world languages in the common school system.  The study shall be provided to the education and fiscal committees of the legislature and to the office of financial management by January 1, 1996.  The study shall:

    (1) Identify possible funding incentives to encourage schools to provide program offerings in world languages in the common school system;

    (2) Develop plans that enable each public common school district to implement program offerings in world languages, available to students in grades kindergarten through twelve, by the 1997-98 school year; and

    (3) Target the languages used by the countries listed as Washington state's fifteen key target markets for international trade as determined by the department of community, trade, and economic development.
