AN ACT Relating to school district public surveys; and amending RCW 28A.320.090.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. RCW 28A.320.090 and 1969 ex.s. c 283 s 11 are each amended to read as follows:
(1) The board of
directors of any school district shall have authority to authorize the
expenditure of funds for the purpose of preparing and distributing information
to the general public to explain the instructional program, operation and
maintenance of the schools of the district, for the purpose of determining
public concerns and opinions regarding the instructional program and the
operation and maintenance of the schools of the district, and for the purpose
of providing public opinion data to the board to assist its decisions about
holding elections on particular funding measures: PROVIDED, That nothing
contained ((herein)) in this section shall be construed to
authorize preparation and distribution of information or inquiries to
the general public for the purpose of influencing the outcome of a school
district election.
(2) School districts shall provide to individuals, upon request, information pertaining to the collection and results of the public opinion surveys authorized in subsection (1) of this section. Information to be made available shall include, but not be limited to, the survey questions asked, selection criteria for survey participants, and survey results. However, nothing in this subsection shall be construed to require that school districts disclose the responses of individual survey participants.
