Requiring specificity in school board resolutions for ballot propositions authorizing indebtedness.



    AN ACT Relating to the disclosure of proceeds from a school bond levy; and adding a new section to chapter 28A.530 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.530 RCW to read as follows:

    Before submitting a ballot proposition authorizing a school district to incur indebtedness, the board of directors of a school district shall adopt a resolution describing the purpose of the financing including the names of the specific school buildings to be erected or altered by the finances authorized by the resolution.  If the resolution will result in state assistance under chapter 28A.525 RCW, the resolution shall also describe the purpose of the state assistance including the names of the specific school buildings that will be erected or altered by the state assistance.  If the voters approve the ballot proposition authorizing the indebtedness, moneys from the sale of bonds or other indebtedness may only be expended for the purposes and the schools described in the resolution.
