Modifying health care entity reporting requirements.



    AN ACT Relating to health care entities reporting requirements; and adding a new section to chapter 70.170 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 70.170 RCW to read as follows:

    The health services commission, in consultation with the department of health and the health services information system advisory council, shall establish health data reporting requirements for health care providers, health care facilities, insuring entities, and certified health plans for the purposes of establishing and maintaining a uniform state-wide health services information system.  Reporting requirements need revision and refinement within a reformed health care system.  Therefore, the commission, in consultation with the department and the advisory council, shall determine whether to add, delete, or modify the requirements in order to improve operating efficiencies throughout the health system and align the state-wide health services information system with:  (1) New health service delivery and financing mechanisms; (2) total quality management and continuous quality improvement; (3) performance and outcome measures; and (4) health status indicators.

    All health care entities and state agencies shall comply with the uniform data definitions, reporting standards, and health services information system procedures established by the commission and the department for purposes of fully implementing the state-wide health services information system.  The department will coordinate with state agencies to establish reasonable time frames for complying with the new data definitions, standards, and health services information system procedures.
