Changing supplemental categorical funding calculations for highly capable students.



    AN ACT Relating to highly capable students; amending RCW 28A.185.020; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature finds that greater efforts must be made to challenge and stimulate highly capable students who attend our public schools.  Programs designed specifically for highly capable students are able to successfully motivate and inspire these students, but current levels of funding for these programs are not adequate to meet the needs of these gifted students.  In addition, it is only fair that there be more equity in the amount of supplemental funding provided for these high-achieving students compared to the level of supplemental funding for low-achieving students.

 

    Sec. 2.  RCW 28A.185.020 and 1990 c 33 s 168 are each amended to read as follows:

    Supplementary funds as may be provided by the state for this program, in accordance with RCW 28A.150.370, shall be categorical funding on an excess cost basis based upon a per student amount not less than two percent and not to exceed three percent of any district's full-time equivalent enrollment.
