Requiring standard plans for new building construction.



    AN ACT Relating to standard plans for school building construction; amending RCW 28A.525.178; and adding a new section to chapter 28A.305 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.305 RCW to read as follows:

    (1) The state board of education shall develop standard plans for new school building construction projects.  Twelve standard plans shall be developed by the board, four for elementary school facilities, four for middle school facilities, and four for high school facilities.  The standard plans shall be the property of the state board of education and the board shall retain the right to use the plans at any school district in the state.

    (2) The state board of education shall convene an advisory committee, consisting of two superintendents, two principals, two teachers, and one board member, to define and make recommendations to the board on the specifications for the standard school plans.  The specifications shall accommodate year-round educational use of the facility.  Two years after board adoption, the advisory committee shall reevaluate the specifications and make recommendations to the board on modifications necessary to improve the specifications.  The advisory committee shall consult with the appropriate committees of the legislature before making final recommendations to the board.

    (3) As used in this section and RCW 28A.525.178, "standard plans" means prototypical schematic building designs for new school buildings developed from educational, performance, and building system specifications adopted by the state board of education that can be used at one location and reused concurrently or subsequently at a different location with modifications to suit building sites.

 

    Sec. 2.  RCW 28A.525.178 and 1990 c 33 s 462 are each amended to read as follows:

    ((Whenever in the judgment of the state board of education economies may be effected without impairing the usefulness and adequacy of school buildings, said board may)) (1) The state board of education shall prescribe rules ((and regulations)) and establish procedures governing the preparation and use of ((modifiable basic or)) standard plans for school building construction projects for which state assistance funds provided by RCW 28A.525.160 through 28A.525.182 are allotted.

    (2) If a school district does not use the standard plans for a school construction project, the total amount of funds allotted to the school district under RCW 28A.525.160 through 28A.525.182 shall be reduced by the amount spent by the school district for architectural design fees.
