Concerning local government restrictions on mobile home parks.



    AN ACT Relating to mobile home parks; adding a new section to chapter 36.70A RCW; providing an effective date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 36.70A RCW to read as follows:

    (1) No county or city that plans or elects to plan under this chapter may enact an ordinance, zoning regulation, or official control that changes the classification of land in an area zoned for mobile home parks to another use, unless the following conditions have been met:

    (a) The county or city has completed an inventory of available vacant mobile home spaces, including their location and number within an area, and the number of mobile home park spaces by rent ranges;

    (b) The county or city must develop a program to assist mobile home owners with relocation costs, including costs involved in moving and reinstalling the mobile home; and

    (c) The county or city must assure that adequate land exists to meet the demand for mobile home park spaces.

    (2) As used in this section, "mobile home park" has the same meaning as in RCW 59.20.030(4).

 

    NEW SECTION.  Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect July 1, 1995.
