Concerning apprenticeship training programs.



    AN ACT Relating to apprenticeship training; amending RCW 49.04.040; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  Apprenticeship training has proven to be one of the most effective of all worker training programs.  It is the intent of the legislature to maximize the establishment of effective apprenticeship programs.  These programs shall allow Washingtonians the same opportunities for training as the federal apprenticeship laws and regulations provide for the benefit of workers, employers, and the future of the economy of this state.

 

    Sec. 2.  RCW 49.04.040 and 1941 c 231 s 3 are each amended to read as follows:

    Local and state ((joint)) apprenticeship committees ((may)) shall be approved, in any trade or group of trades, in cities or trade areas, by the apprenticeship council, whenever the apprentice committee and its training ((needs of such trade or group of trades justifies such establishment)) meets the requirements of this chapter and is in harmony with the laws and rules of the United States government with respect to apprenticeship.  ((Such)) The local or state ((joint)) apprenticeship committees and their apprenticeship programs shall be ((composed of an equal number of employer and employee representatives chosen from names submitted by the respective local or state employer and employee organizations in such trade or group of trades.  In a trade or group of trades in which there is no bona fide employer or employee organization, the joint committee shall be composed of persons known to represent the interests of employer and of employees respectively, or a state joint apprenticeship committee may be approved as, or the council may act itself as the joint committee in such trade or group of trades)) approved if they are in harmony with the laws and rules of the United States government with respect to apprenticeship.  Subject to the review of the council and in accordance with the standards established by this chapter ((and by the council)), such committees shall devise standards for apprenticeship agreements and give such aid as may be necessary in their operation in their respective trades and localities.
