Requiring prosecutors to strictly adhere to prosecuting standards.

     AN ACT Relating to prosecuting standards for charging and plea dispositions; and amending RCW 9.94A.430.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

     Sec. 1.  RCW 9.94A.430 and 1983 c 115 s 14 are each amended to read as follows:

     These standards ((are intended solely for the guidance of)) shall be strictly adhered to by prosecutors in the state of Washington.  They are not intended to, do not, and may not be relied upon to create a right or benefit, substantive or procedural, enforceable at law by a party in litigation with the state.
