AN ACT Relating to economic impact analysis of proposed actions by government; and amending RCW 43.21H.010 and 43.21H.020.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. RCW 43.21H.010 and 1975-'76 2nd ex.s. c 117 s 1 are each amended to read as follows:
The
purpose of this chapter is to assert ((that it is)) the intent of the
legislature that economic values and impacts, including economic impacts on
property owners, are given appropriate consideration along with
environmental, social, health, and safety considerations ((in)), when
government considers taking the following actions:
(1) The promulgation of rules by state and local government;
(2) The adoption of an ordinance or resolution by a county, city, or town; or
(3) The issuance of a permit, or conditioning of a permit, authorizing development activity by a state agency, county, city, or town, including, but not limited to, a variance, conditional use permit, special use permit, shoreline substantial development permit, subdivision approval, short subdivision approval, hydraulics permit, or forest practice.
Sec. 2. RCW 43.21H.020 and 1975-'76 2nd ex.s. c 117 s 2 are each amended to read as follows:
All state agencies and local government entities with rule-making authority under state law or local ordinance shall adopt methods and procedures which will insure that economic values and impacts will be given appropriate consideration in the rule-making process along with environmental, social, health, and safety considerations.
All counties, cities, and towns shall adopt methods and procedures that will insure that economic values and impacts will be given appropriate consideration when considering the adoption of ordinances and resolutions along with environmental, social, health, and safety considerations.
All state agencies, counties, cities, and towns that issue permits authorizing development activities or approve development activities shall adopt methods and procedures that will insure that economic values and impacts will be given appropriate consideration when considering the issuance of a permit authorizing development activities or the approval of development activities along with environmental, social, health, and safety considerations.
