Allowing the possession, use, manufacture, sale, and transportation of chlorofluorocarbons.

     AN ACT Relating to chlorofluorocarbons; adding a new section to chapter 70.94 RCW; and repealing RCW 70.94.980.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 70.94 RCW to read as follows:

     (1) A person may possess, use, manufacture, purchase, install, transport, or sell chlorofluorocarbons.

     (2) The possession, use, manufacture, purchase, installation, transportation, or sale of chlorofluorocarbons does not subject a person to a penalty, fine, retaliatory action, or other punitive measure.

     (3) Political subdivisions of the state may not restrict the possession, use, manufacture, purchase, installation, transportation, or sale of chlorofluorocarbons.

NEW SECTION. Sec. 2.  RCW 70.94.980 and 1991 c 199 s 603 are each repealed.
