Funding construction of a Shoreline regional economic development center.



     AN ACT Relating to a capital appropriation for a Shoreline regional economic development center; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  The legislature finds that the city of Shoreline, the Shoreline chamber of commerce, and Shoreline Community College have formed a public/private partnership that is in the process of creating a regional economic development center to serve south Snohomish and north King counties.  This public/private partnership, a pioneering cooperative venture for Washington state, expects the regional economic development center and its programs to serve as a model.  The public/private partnership considers a centralized, cooperative center to be essential to meeting the region's shifting demand for land use and family wage employment while balancing community, educational, and business needs.

     The center will serve as a focal point for area citizens, creating a one-stop service center for community and business needs in south Snohomish and north King counties.  The center will maximize scarce resources through joint facility use, centralized services, and shared human resources and it will better position the community for receipt of private and public grants to meet its economic, environmental, and other needs.

     Moneys saved can then be aimed at delivering direct services to the citizens of the state of Washington.

     The public/private partnership plans to lease a building in Shoreline, under a lease/option to buy contract, and convert it to house its regional economic development center.  The twenty-eight thousand square foot facility will house:  (1) The city of Shoreline's planning and permitting functions and other public services; (2) the chamber of commerce, which provides public information and business development assistance and which aids retention and recruitment of new industries for the area; and (3) Shoreline Community College's programs concerning technology and communications training, business and entrepreneurial assistance, individual career planning and development, business incubation assistance, and customized training for business and industry.  The collaboration between the public and private partnership also will provide seamless educational opportunities with area school districts.

 

     NEW SECTION.  Sec. 2.  The sum of one million five hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1997, from the state building construction account to the department of community, trade, and economic development for the purpose of converting a building in Shoreline to house a regional economic development center.
