Providing for the maintenance of state facilities.

     AN ACT Relating to providing for the maintenance of state facilities; amending RCW 43.88.140; and adding a new section to chapter 43.88 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

     Sec. 1.  RCW 43.88.140 and 1981 c 270 s 9 are each amended to read as follows:

     All appropriations shall lapse at the end of the fiscal period for which the appropriations are made to the extent that they have not been expended or lawfully obligated.  All state general fund appropriations that lapse shall be deposited into the state facilities maintenance account created in section 2 of this act.

NEW SECTION. Sec. 2.  A new section is added to chapter 43.88 RCW to read as follows:

     The state facilities maintenance account is created in the state treasury.  The account is subject to the appropriation and allotment procedures under this chapter.  Moneys in the account may be expended for maintenance, repairs, and improvements to state facilities.  Expenditures from the state facilities maintenance account for maintenance shall be used to improve the level of maintenance and shall not supplant current levels of maintenance of state facilities.
