Providing grants to assist students in meeting standards established by the commission on student learning.



     AN ACT Relating to pilot programs designed to improve the educational attainment of elementary school students; creating a new section; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  (1) The office of the superintendent of public instruction shall grant funds to selected school districts for the purposes of developing and implementing pilot programs designed to bring elementary grade students up to the standards being established by the commission on student learning in reading, writing, communications, and math.  The grants shall be in such amounts as determined by the office of the superintendent of public instruction.  The sum of all grants awarded shall not exceed the amount appropriated by the legislature for such purposes.  Grants shall be awarded no later than November 1, 1996.

     (2) The pilot programs established under subsection (1) of this section shall be awarded only to districts that have forty percent or more of their students receiving free and reduced price lunches.  Districts that receive a grant may use the funds for programs after school, in summer, or during other time periods when school is not in session.

     (3) This section expires June 30, 1997.

 

     NEW SECTION.  Sec. 2.  The sum of two million dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1997, from the general fund to the office of the superintendent of public instruction for the purposes of this act.
