Creating the parent and child assistance program.

     AN ACT Relating to parent and child assistance; adding a new section to chapter 70.96A RCW; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  This act may be known and cited as the parent and child assistance program.

NEW SECTION. Sec. 2.  A new section is added to chapter 70.96A RCW to read as follows:

     (1) The department shall contract for services to new mothers with alcohol or chemical dependency problems who have received little or no prenatal care.  Programs receiving funds through the parent and child assistance program shall provide case management and related services to assist program enrollees to modify unhealthy behaviors and raise healthy children.

     (2) The department shall operate the parent and child assistance program within funds appropriated by the legislature for this purpose.
