Providing facilities for services to at-risk youth.



     AN ACT Relating to capital projects for at-risk youth; adding a new section to chapter 43.31 RCW; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  The legislature finds that crimes committed by youth are increasing at alarming rates, jeopardizing public safety and overcrowding juvenile rehabilitation facilities.  Further, the legislature finds that many of these youthful offenders would avoid criminal activity if they had a place to go that provides safe alternative activities that build character and prepare them to become productive responsible adults.

 

     NEW SECTION.  Sec. 2.  A new section is added to chapter 43.31 RCW to read as follows:

     The department of community, trade, and economic development shall establish a competitive process to solicit proposals for and prioritize facilities that are or will be providing services to at-risk youth.  The department shall adopt rules governing project eligibility and evaluation criteria for projects to be funded at a level of up to fifty percent of the total project cost in the state capital budget and from the appropriation in section 3 of this act.  Application for funding of specific projects may be made to the department by local governments, nonprofit corporations, and other entities, as determined by the department.

 

     NEW SECTION.  Sec. 3.  The sum of four million dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1997, from the state building construction account to the department of community, trade, and economic development for the purposes of section 2 of this act.
