HOUSE RESOLUTION NO. 96-4738, by Representatives D. Sommers and Sheahan

 

     WHEREAS, It is the policy of the Washington State Legislature to recognize and commend excellence in personal courage and heroic actions by citizens of this great state of Washington; and

     WHEREAS, It has been brought to the attention of the legislature of this great state of Washington that the actions of Elizabeth A. Porter exemplify excellence in personal courage and heroic actions; and

     WHEREAS, Elizabeth A. Porter, while visiting her husband Dane Porter, Technical Sergeant, Washington State National Guard, on his unit's deployment to Pisa, Italy, in support of Operation Deny Flight, had occasion to courageously and heroically save the life of an Italian citizen; and

     WHEREAS, On February 11, 1996, while dining at a restaurant Elizabeth A. Porter noticed that a companion diner was in extreme distress and immediately sought to determine if she could be of assistance and soon discovered this person had stopped breathing and had no ascertainable pulse; and

     WHEREAS, Quickly taking action Elizabeth A. Porter immediately reacted to this emergency situation by promptly commencing cardiopulmonary resuscitation on the Italian diner in distress and continued critical life-saving measures until emergency services arrived; and

     WHEREAS, Elizabeth A. Porter's prompt, knowledgeable, courageous, and heroic actions resulted in the saving of the life of an Italian citizen;

     NOW, THEREFORE, BE IT RESOLVED, That the House of Representatives honor the highest example of personal courage and heroic action demonstrated by Elizabeth A. Porter and for the outstanding example she has set for others; and

     BE IT FURTHER RESOLVED, That the House of Representatives further commend Elizabeth A. Porter for the benefits her conduct and action inures to the citizens of the great state of Washington and to the Washington State National Guard; and

     BE IT FURTHER RESOLVED, That a copy of this resolution be immediately transmitted by the Chief Clerk of the House of Representatives to Elizabeth A. Porter, Major General Gregory Barlow, Adjutant General Washington State Military Department, Brigadier General Frank Scoggins, Adjutant General Washington Air National Guard, Brigadier General Selectee James McDevitt, State Director of Operations, Washington Air National Guard, Colonel Walter L. Hodgen, Commander, 141st Air Refueling Wing, Washington Air National Guard, Fairchild Air Force Base, and the Honorable Jack Geraghty, Mayor of Spokane.
