Reorganizing the office of state treasurer.



     AN ACT Relating to abolishing the office of the state treasurer; creating a new section; and providing a contingent effective date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  (1) The governor shall prepare a reorganization plan to assimilate the functions of the office of the state treasurer.  The plan shall emphasize consolidation, streamlining, and cost-efficiency and shall require the legislature to take action during the 1997 legislative session.

     (2) The plan prepared under subsection (1) of this section shall be submitted to the legislature by November 1, 1996.

     (3) The plan shall include, but not be limited to, the following:

     (a) A plan for the transfer of materials, tangible assets, funds, and credits from the office of the state treasurer;

     (b) Direction as to whether personnel of the office of the state treasurer shall continue their employment under the governor's reorganization plan; and

     (c) The requirement that the currently elected state treasurer carry out the entire term of office for which he or she was elected, and providing that the reorganization take effect January 12, 1998.

 

     NEW SECTION.  Sec. 2.  This act shall take effect if the proposed amendment to Article III of the state Constitution abolishing the office of the state treasurer is validly submitted to and is approved and ratified by the voters at the next general election.  If the proposed amendment is not so approved and ratified, this act is void in its entirety.
