AN ACT Relating to the international exchange student and teacher program in public schools; adding a new section to chapter 28A.300 RCW; adding a new section to chapter 28A.310 RCW; and repealing RCW 28A.300.240.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 28A.300 RCW to read as follows:
(1) The office of the superintendent of public instruction, in consultation with the office of the secretary of state and the United States immigration and naturalization service, shall with funds appropriated for this purpose, provide training each year for appropriate staff at the educational service districts about placing international exchange students and teachers in public schools. The training shall include, but not be limited to, the following:
(a) The technical procedures for international exchange student and teacher placement, including the names of the registered exchange organizations and the applicable immigration laws;
(b) Strategies for successful integration of exchange students with other students in the school; and
(c) Information on the educational value of placing international students in the public schools.
(2) The superintendent of public instruction shall require school districts to report annually the number and country of origin of international exchange students and teachers attending public schools.
(3) The superintendent shall encourage school districts to report the number and country of origin of international exchange teachers or students participating in other exchange programs.
NEW SECTION. Sec. 2. A new section is added to chapter 28A.310 RCW to read as follows:
(1) Appropriate staff from each educational service district shall attend the annual training on the international exchange student and teacher program under section 1 of this act.
(2) Each educational service district shall provide general information and assistance to each school district within the educational service district's boundary on the international exchange student and teacher exchange program. The training shall include, but not be limited to, the following:
(a) The technical procedures for international exchange student and teacher placement, including the names of the registered exchange organizations and the applicable immigration laws;
(b) Strategies for successful integration of exchange students with other students in the school; and
(c) Information on the educational value of placing international students in the public schools.
NEW SECTION. Sec. 3. RCW 28A.300.240 and 1991 c 128 s 11 are each repealed.
