Designating lottery moneys for school construction and art education.



    AN ACT Relating to designating lottery moneys for school construction and art education; amending RCW 67.70.240; and adding a new section to chapter 28A.300 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    Sec. 1.  RCW 67.70.240 and 1987 c 513 s 7 are each amended to read as follows:

    (1) The moneys in the state lottery account shall be used only as follows:

    (((1)))(a)(i) For the payment of prizes to the holders of winning lottery tickets or shares;

    (((2))) (ii) For purposes of making deposits into the reserve account created by RCW 67.70.250 and into the lottery administrative account created by RCW 67.70.260((; (3) for purposes of making deposits into the state's general fund; (4) for purposes of making deposits into the housing trust fund under the provisions of section 7 of this 1987 act));

    (((5))) (iii) For the purchase and promotion of lottery games and game-related services; and

    (((6))) (iv) For the payment of agent compensation; and

    (b)(i) Ninety-four percent of the moneys not used for the purposes of (a) of this subsection for making deposits into the common school construction fund for school construction; and

    (ii) Six percent of the moneys not used for the purposes of (a) of this subsection as matching funds for:

    (A) Construction of performing or community arts centers located in whole or in part on school district property; and

    (B) Acquisition and construction of athletic fields and fieldhouses.

    (2) The school district shall provide twenty-five percent of the funding for programs under subsection (1)(b)(ii) of this section.  Contributions of private or public funds, donated goods and services, and other measurable commitments including volunteer services, materials, supplies, physical facilities, or a combination thereof may be considered as all or part of the funding provided by the school district.  The office of the superintendent of public instruction shall administer the matching funds.

    (3) Funds intended as matching funds under subsection (1)(b)(ii) of this section, for a school district that does not show by the end of the current fiscal biennium an intent to use those funds, must be deposited into the state general fund.

    (4) The office of financial management shall require the allotment of all expenses paid from the account and shall report to the ways and means committees of the senate and house of representatives any changes in the allotments.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.300 RCW to read as follows:

    The office of the superintendent of public instruction shall administer the funds provided under RCW 67.70.240 (1)(b)(ii) and (2).
