Projecting the fiscal impact of legislation.

    AN ACT Relating to the fiscal impact of legislation enacted by the legislature; adding a new section to chapter 43.88 RCW; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.88 RCW to read as follows:

    Any omnibus appropriations act being considered for final passage by either house of the legislature shall reflect the fiscal impact of all new legislation passed by that house of the legislature and shall be accompanied by a document that projects the full cost, for the next ensuing fiscal period, for the new legislation and the fiscal assumptions reflected in the appropriations act.

NEW SECTION. Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
