AN ACT Relating to preparation of organizational charts for state government; and adding a new section to chapter 44.28 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 44.28 RCW to read as follows:
(1) The legislative budget committee shall by December 1, 1995, prepare organizational charts for each state department listed in RCW 43.17.010. The organizational charts shall be updated every two years.
(2) The organizational chart shall include the following information in graphic form:
(a) All operating programs of the department;
(b) The staff divisions of the department;
(c) The administrative personnel in charge of the programs and divisions;
(d) The lines of authority, responsibility, and communication of all personnel under the authority of the department; and
(e) The title and name of each employee, or employee position if not currently occupied.
(3) The committee shall provide the organizational charts to the governor and the legislature, and to members of the public free of charge.
(4) The committee shall compare the completed organizational charts with information the department of personnel compiles regarding job classification, title, range, and step and report any inconsistencies to the legislature.
(5) The departments listed in RCW 43.17.010 are required to provide any information and assistance requested by the committee necessary for the completion or updating of the organizational charts.
