Providing for international trade education.



    AN ACT Relating to international trade education; and adding new sections to chapter 28B.50 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  Washington state's economic future will be heavily influenced by international trade.  Accordingly, it is essential that there be a comprehensive and continuing program of international trade education available to Washington's residents.

 

    NEW SECTION.  Sec. 2.  The international trade education consortium is created and shall be comprised of those community colleges that choose to be involved.  The initial organization activities of the consortium shall be coordinated by the state board for community and technical colleges or its designee.

    The consortium shall promote and encourage international trade education and shall be authorized to provide, but not be limited to, the following services:

    (1) Dissemination and implementation of basic programs in international trade state-wide;

    (2) Assessing needs of business and industry and developing programs to support their growth and development in international trade;

    (3) Coordinating and centralizing trade education marketing;

    (4) Developing a one-stop, toll-free information system on international trade education;

    (5) Facilitating the use of teaching and learning resources in trade education;

    (6) Providing expertise in trade education to local communities;

    (7) Implementing trade promotion programs; and

    (8) Cultivating and maintaining strategic alliances to promote international trade.

 

    NEW SECTION.  Sec. 3.  The international trade education consortium shall develop policies and procedures, including appropriate reimbursement and fee-for-service options, to make international trade education services available throughout Washington state.

 

    NEW SECTION.  Sec. 4.  The international trade education consortium may receive gifts, grants, and endowments from public or private sources that may be made from time to time, in trust or otherwise, for the use and benefit of the purposes of the consortium and spend gifts, grants, or endowments or any income from the public or private sources according to their terms.

 

    NEW SECTION.  Sec. 5.  Sections 1 through 4 of this act are each added to chapter 28B.50 RCW.
