Establishing shoreline management project completion timelines.



    AN ACT Relating to shoreline management project completion timelines; and adding a new section to chapter 90.58 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 90.58 RCW to read as follows:

    (1) Any permit under this chapter may be conditioned for the construction phase of a project to provide a time period of not less than five years for completion of construction.

    (2) Any time period as a condition to a permit for completion of construction of a project may not begin until after all government permits for the project are granted in final, all administrative and legal approvals have been completed, and the project is able to be constructed.

    (3) Local government shall extend the initial time period if reasonable progress is being made on construction of the project.

    (4) No permit may be conditioned with a time period except for completion of the construction phase as provided in this section.
