AN ACT Relating to improving student learning; adding new sections to chapter 28A.630 RCW; creating a new section; and providing expiration dates.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that student learning will be improved through educators having the skill and knowledge to use assessments to determine the appropriate instruction needed for students to meet higher standards. The legislature further finds that student learning will be further improved through strategies for increasing parental involvement in their children's education.
NEW SECTION. Sec. 2. A new section is added to chapter 28A.630 RCW to read as follows:
(1) The commission on student learning, in collaboration with the superintendent of public instruction, the state board of education, educator preparation programs, in‑service providers, teachers, paraeducators, administrators, principals, and parents, shall develop plans to institute programs for:
(a) Training educators to use the assessment system to evaluate instructional practices and to initiate appropriate instructional support for students at the appropriate periods in the student's educational development; and
(b) Training for educators to help parents understand the standards their children are expected to meet and the assessments used to improve student learning and how to help support their children's education.
(2) The initial plan shall be submitted to appropriate committees of the legislature by November 1, 1996. The final plan shall be submitted to appropriate committees of the legislature by November 1, 1998.
(3) This section expires June 20, 1999.
NEW SECTION. Sec. 3. A new section is added to chapter 28A.630 RCW to read as follows:
(1) The commission on student learning, in collaboration with the superintendent of public instruction, the state board of education, school directors, and representatives of parent organizations, education groups, and community organizations shall develop strategies for parental involvement in the improvement of their children's learning.
(2) This section expires June 20, 1999.
