Repealing the landfill operators certification program.

    AN ACT Relating to the revocation of the solid waste landfill operator certification program; creating a new section; and repealing RCW 70.95D.010, 70.95D.020, 70.95D.030, 70.95D.040, 70.95D.051, 70.95D.060, 70.95D.070, 70.95D.080, 70.95D.090, 70.95D.100, and 70.95D.110.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  The legislature believes that, whenever possible, regulatory procedures should be streamlined and the regulatory burden on local government and the private sector should be reduced.  The solid waste landfill operator certification program is costly for facility operators and requires local governments to accept added responsibility without a demonstrated improvement in landfill or incinerator operation.  Therefore, it is the intent of the legislature to repeal the solid waste landfill operator certification program.

NEW SECTION. Sec. 2.  The following acts or parts of acts are each repealed:

(1) RCW 70.95D.010 and 1995 c 269 s 2801 & 1989 c 431 s 65;

(2) RCW 70.95D.020 and 1989 c 431 s 66;

(3) RCW 70.95D.030 and 1989 c 431 s 67;

(4) RCW 70.95D.040 and 1989 c 431 s 68;

(5) RCW 70.95D.051 and 1995 c 269 s 2804;

(6) RCW 70.95D.060 and 1995 c 269 s 2802 & 1989 c 431 s 70;

(7) RCW 70.95D.070 and 1989 c 431 s 71;

(8) RCW 70.95D.080 and 1989 c 431 s 72;

(9) RCW 70.95D.090 and 1989 c 431 s 73;

(10) RCW 70.95D.100 and 1989 c 431 s 74; and

(11) RCW 70.95D.110 and 1989 c 431 s 75.
